STR not being added to hand-to-hand attacks #3

HERO 11.0.16

Tested with hand to hand attacks. To reproduce:

Drag the Hand-to-Hand Attack (HA) power from compendium to actor.
Go to Powers tab.
Edit Hand-to-Hand Attack (HA) to give it 1d6 damage.
Click on dice symbol in the effects column beside Hand-to-Hand Attack (HA).
It only does 1d6 damage rather than the expected 3d6 (1d6 base plus 2d6 from STR 10)

This should be an enhancement.

The Basic version is working as intended, but in the Full version we will need to support this.
