Yes, this is normal; this is forbidden.
Vehicles modules -> only for vehicles.

All vehicles modules can be drag&drop over Vehicle sheets, this is working

I have used bad terminology here, this is meant to be Vehcile Sheet not Actors Tab, for some reason teh Vehicle Moduels & Wepaon Moduels will not drag onto Vehcile Sheet

It seems to work from newly created items in the items directly but it will not let me drag from the compendium
