Once I remove a tactician from the scene and add a new token with no role
it applies a tactician effect to it and display a message in the chat window

I have created a new charcater with no role and it doe snot apply the effect.

Wonder if it is because the charcater with the issue is old and broken?

Closed... I found a tactician token all the way at the bottom of the scene off screen!
