These wil lneed to stack even from different factions..

Example a 'Neutral Agitator' and a 'Hostile Agitator' both add Agitated to 'Friendly Token'

The Friednly Token will suffer a Level 2 Hindrance duw to 2 levels of Hindrance, 1 from each Agitator
